Preheat heavy saucepan or Dutch oven on medium. If ground beef is extra lean (85% or higher), add oil.
Add ground beef, onion, bell pepper, garlic, oregano, thyme, marjoram, basil, and paprika. Cook for 10 minutes or until ground beef is browned and veggies are softened.
Add carrots and cover. Cook for 10 minutes.
Add tomatoes and cover. Cook 20 minutes.
Uncover and turn heat down to low.
Meanwhile, cook pasta according to package directions. I used rotini, but you could also use macaroni or any short pasta of your choice.
When pasta is done, drain and add cream cheese, cheddar cheese, and milk. Cover until cheese is melted, stirring periodically (should take about 10 minutes total).
Add pasta mixture to meat mixture and stir until incorporated. Serve right away with your favorite bread and salad.
